"Balkanization" refers to the political fragmentation that happened in Yugoslavia specifically because of the already-existing cultural mosaic that comprised Yugoslavia. Those differences came to a head and that's when the state apparatus collapsed. Those different groups existed long before the creation of the Yugoslav state. Therefore, "cultural Balkanization" is redundant.
Just say "cultural fragmentation". It's clearer and supports your point more so your fellow chuds on /pt/ can clap along with you about how evil wammen are
